About this Certificate Program
This 8-hour online program provides the required HCSSA Administrator Training for individuals seeking an HCSSA license in Texas. It fulfills the initial 8 “clock hours” mandated by the Texas Health and Human Services Commission (HHSC) for first-time administrators and alternate administrators of Home and Community Support Services Agencies (HCSSAs).
The training is split into two parts:
Part 1 covers core responsibilities and qualifications for serving as a Texas HCSSA Administrator or Alternate Administrator. It includes instruction on state and federal laws, licensing requirements, and foundational skills for managing agency operations.
Part 2 emphasizes the practical implementation of essential regulations, including:
- Texas Human Resources Code, Chapter 102: Rights of the Elderly
- Americans with Disabilities Act (ADA)
- Civil Rights Act of 1991
- Rehabilitation Act of 1973
- Family and Medical Leave Act (FMLA) of 1993
- OSHA regulations
Part 3 covers additional topics related to the administrator role and responsibilities, including:

Chapter 1: Texas Administrator Training
In this chapter, we will define the administrator training requirements, the Texas Administrative Code, and the Texas Health and Safety Code chapters 142 and 250.
Chapter 2: Who Does What?
In this chapter, Texas home care and community support services (HCSSAs) will be explained, including how personal assistance services differ from skilled care, and the laws governing each.
Chapter 3: Decrease the Confusion
In this chapter, education will be provided on the skilled Texas HCSSAs, how they differ, and licensure expectations.
Chapter 4: The Minimum Standards
In this chapter, the HCSSA Texas Administrative Code, Title 26, Part 1, Chapter 558 for HCSSAs, which is the foundation for the minimum standards for care and quality of life, will be discussed. Through a video demonstration, participants will learn to apply the emergency preparedness requirements.

Chapter 1: Texas Human Resources Code Chapter 102: Rights of the Elderly
In this chapter, we will define the requirements of the law and examples of how to apply the law.
Chapter 2: Can You Spot Them?
The requirements of the Civil Rights Act of 1991 and the Americans with Disabilities Act often intersect. In this chapter, we will examine the differences and how the laws complement one another.
Chapter 3: The Rehabilitation Act of 1973 and the Family and Medical Leave Act of 1993: Employer Obligations
The obligations of an employer under these laws will be explored, as well as what they mean in the workplace.
Chapter 4: Laws and Strategies
The Occupational Safety and Health Administration and Whistleblower Protection Act will be discussed. Strategies to comply with the regulations will be provided.

Additional Administrator Courses 2 ItemsSeven Steps of Effective People Management Course
Chapter 1: Introduction to Management
This chapter will be an introduction to effective people management, and it will discuss the motivation behind learning good people management skills. There will be a practical scenario that serves as an example of what not to do in order to manage people effectively. There will also be an overview of what will be covered within the course.
Chapter 2: Seven Steps of Effective People Management: Steps 1-3
This chapter will review steps one through three of the seven steps of effective people management, which includes setting clear expectations, providing technical details, and communicating openly. A practical scenario will demonstrate the first three steps of effective people management.
Chapter 3: Seven Steps of Effective People Management: Steps 4-6
This chapter will review steps four through six of the seven steps of effective people management, which includes offering feedback and recognition, asking for input, and being informative. A practical scenario will demonstrate these steps of effective people management.
Chapter 4: Final Step of Effective People Management: Care for Yourself
The final chapter will discuss the final step of effective people management: caring for yourself. The practical scenario in this chapter will show the conclusion of the one-on-one meeting that has been covered throughout the course – as well as illustrate the final step. There will also be a brief summary of what was taught in this course.
Survey Survival Part 1: How to Be Prepared for Any Survey Course
Chapter 1: Know the Type of Survey
It is important to know the type of survey being conducted. In this chapter, terms relating to the various types of surveys will be defined. This way, staff can respond appropriately to dispel the fear, mystery, and frequent myths associated with surveys.
Chapter 2: Survey Secrets Revealed!
Learn the inside secrets to make the surveyor smile (even if it is only on the inside). In so doing, you will learn how to expedite any survey, audit, or inspection. Plan ahead to avoid an unpleasant survey. Learn how to start out on the right foot and stay on the right foot. Survey processes will be discussed along with lessons learned.
Chapter 3: Apply Information to Avoid the Common Mistakes
Do you have your survey binder ready? Do you know what QIES are and who CASPER is? Learn the inside secrets to demonstrate smooth operations and further facilitate the survey. Learn interpersonal skills to demonstrate the care and respect needed for the surveyor and the processes of the survey.
