This course provides an overview of the PACE Participant Bill of Rights and how it applies to everyday practice for PACE providers. Learners will explore how participant rights connect to safety, abuse and neglect prevention, privacy and HIPAA, and the formal processes for grievances, appeals, and the Participant Advisory Committee. Through short examples and scenarios, the course highlights what providers must know to recognize risks, protect confidentiality, and support participants in speaking up when something is wrong.
Course Objectives:
1. List core participant rights as contained in the PACE Participant Bill of Rights
2. Recognize signs of abuse, neglect, and exploitation in frail elders, and review how to report suspected abuse
3. Describe requirements related to privacy and confidentiality, including HIPAA- and PACE-specific expectations for verbal, written, and electronic information
4. Differentiate between grievances and appeals, and summarize how participants file them and how staff must respond/escalate
5. Define the roles and responsibilities of the Participant Advisory Committee
6. Apply participant rights, ethics, and privacy principles to realistic scenarios
This training aligns with federal PACE requirements under 42 C.F.R. Part 460 (including Subpart I – Participant rights and staff training requirements at 42 C.F.R. § 460.66)
