Alice Bell, PT, DPT

Senior Payment Specialist at APTA

Alice Bell, PT, DPT, is on staff as a senior payment specialist in the Public Affairs Unit of the American Physical Therapy Association. Alice received a bachelor's degree in physical therapy from Northeastern University in Boston, MA and a doctor of physical therapy degree from … the University of Montana. A board-certified clinical specialist in geriatric physical therapy, she has lectured and written many articles on topics related to physical therapy and the older adult. She has practiced in a variety of settings and has 38 years of experience as a physical therapist. Dr. Bell has presented at many national conferences. Her professional activities include serving as a member of the Centers for Medicare and Medicaid Services Technical Expert Panel for Skilled Nursing Alternative Payment Systems, APTA staff representative for the CPT Editorial Panel, APTA appointee to the NDHI Opioid Crisis Workgroup and the National Quality Partnership Opioid Stewardship Action Team, member of the National Quality Partnership Leadership Consortium, and APTA representative to the National Quality Forum Measure Applications Partnership. Dr. Bell has been involved in bundled payment demonstration projects and exploring alternative practice and payment model efforts focused on early and direct access to physical therapy.

Craig Johnson, PT, MBA

Craig is the Chief Operations Officer at Therapy Partners, Inc., where he directs internal operations and support services to 22 practices with 40 locations in Minnesota and Wisconsin. He supports member practice solutions with a focus on care management, outcomes management, … value-based contracting, compliance, and reimbursement. He has over 40 years in clinical care, practice ownership, and management in independent therapy practices. His professional degrees include a Physical Therapy degree from the University of Minnesota, 1979; and MBA from University of St. Thomas, 2000. He is an APTA since graduation and currently serves on the PPS Board of Directors. Craig has also led physical therapy provider groups in other regions of the country in payer pilots using outcomes and care management to demonstrate the value of PT services designed to reduce total cost of care. Craig led a team of MNPTA members in submission of a program and received the APTA Innovation 2.0 Honorable Mention Award for "Direct Access to Physical Therapy for Injured Workers with Low Back Pain", 2014. He has presented at numerous APTA conferences and APTA webinars on outcomes and value-based models of care and payment; including the APTA Insurers Forum in 2018.

Kate W. Gilliard, JD is a senior regulatory and policy affairs specialist at APTA. Before joining the association in 2018, she was a regulatory analyst with Centene Corporation, focusing on Affordable Care Act-compliant health care products. Her duties included monitoring state … and federal legislative developments in the health care industry, developing company policy, and advocating on the corporation's behalf to state and federal regulators. Prior to that, she was the ACA officer at the Illinois Department of Insurance, where she assisted the director in creating and implementing policies. She received her bachelor's degree in English from Oklahoma State University and her law degree from DePaul University College of Law. She is a member of the Illinois Bar.

Rob Worth, , PT, DPT, ATC/L, MS

Dr. Worth graduated from the University of Wisconsin-LaCrosse, double majoring in physical therapy and psychology, received his Master's in orthopedic PT from the University of St. Augustine and his DPT from Massachusetts General Institute of Health Professions. He has been in … private practice since establishing Advanced Physical Therapy & Sports Medicine in 1998, with 25 clinics in northeast/central Wisconsin, plus 5 on-site clinics at YMCA's and providing on-site care for 35 companies and municipalities. Rob has presented at the APTA Innovation Summit and his practice was selected as the 2013 Private Practice of the Year by the APTA Private Practice Section. In addition to his private practice, teaching at two universities and an orthopedic residency program, and leading international medical missionary work, he is an active member of the APTA, previously serving as the President of the Wisconsin Physical Therapy Association, and currently serves as Delegate for the Wisconsin Physical Therapy Association and is a Director on the APTA Private Practice Section Board of Directors. Dr. Worth has also received the Outstanding Service Award from the WPTA and IndUS International Award for cross-cultural contributions in healthcare.
