The Biggest Mistake in Assistive Technology Evaluations Starts with the Wrong Question

A 10-year-old with a full-scale IQ of 134 was failing every subject in fifth grade. The gap wasn't in what he knew; it was in how fast he could get it onto paper. Here's the question that his assistive technology evaluation needed to ask first, and how it changed the entire plan.

A colleague of mine shared this case with me years ago, and it's stuck with me ever since because it shows exactly where assistive technology (AT) recommendations go wrong before they even start.

A.M. was 10, a fifth grader at a suburban elementary school, and he wanted to be an inventor. He loved gadgets, how they worked, and how he could take them apart in his head before he ever touched a screwdriver. He had a full-scale IQ of 134. On his predicted achievement testing, he scored an 86 standard score in writing mechanics and a 128 in broad math. He did not qualify as a student with a learning disability.

And he was failing.

He understood the material fine. He just couldn't get it onto paper fast enough to prove it, and the paper trail was piling up against him, week after week, in late slips and zeros across social studies, science, language arts, reading, French, and health, plus homework every night at home. His parents were spending hours helping him get the writing portion of his work onto the page. His teachers saw a bright, creative kid who couldn't keep pace with what fifth grade suddenly demanded of him.

Here's where most of us go wrong first

Most evaluations start with some version of “What's wrong with him?” That's the wrong question, and it's an easy one to reach for, because it points straight at the most visible symptom.

In this case, the obvious answer is handwriting. He'd struggled with fine motor skills for handwriting and with putting his thoughts down on paper from early on. He'd already had a vision screening to rule out an acuity issue, and a supplemental writing class focused on the writing process back in third grade. But none of it was enough once fourth and fifth grade curricular demands hit.

The right question is narrower and bigger at the same time—what is he being asked to produce and what's actually stopping him from producing it? Ask "What's wrong with him," and your solution list shrinks to handwriting fixes. Ask what he's being asked to produce, and it widens to the ability to produce written information at all, however he gets there. A laptop, a recorder, or a scribe all count. That single shift in the question decides everything that comes after it.

Why this is bigger than one assignment

A.M.'s school gets its picture of what he knows almost entirely from what he turns in on paper. If he can't keep pace with the volume of written work, he risks being held back a grade, being seen as less capable than he is, and running into real obstacles later when it comes to college and keeping a job. That's the stake here, not a bad grade on one assignment.

And because A.M. is curious and intelligent by every measure that isn't writing speed, the gap between what he knows and what he can show only widens as the workload grows through middle and high school.

Where this landed legally

A.M. didn't qualify for an IEP, an Individualized Education Program, under IDEA, the Individuals with Disabilities Education Act.1 His cognitive scores put him outside eligibility for special education. That's the detail clinicians miss the most—IDEA eligibility and the right to assistive technology aren't the same door. 

IDEA eligibility runs on a two-part test. A student has to fall into one of IDEA's specific disability categories and the team has to show that disability creates an actual need for specialized instruction.1 A.M.'s achievement scores never opened that second door. His writing mechanics score was low, but not low enough, relative to his overall ability, to clear the bar most states use to identify a specific learning disability. He was struggling and still didn't fit the model.

Section 504 of the Rehabilitation Act works differently, though.2 Instead of asking whether a student fits a disability category or needs specialized instruction, it asks something more basic: Does a physical or mental impairment substantially limit a major life activity, and does the student need support to access what everyone else in the building already has?

That's a much lower bar to clear, and it's why A.M.'s school district was still required to provide AT even after IDEA closed its door. The determination gets made by a team of people knowledgeable about the student, the evaluation data, and the placement options, usually including the school's 504 coordinator—and it doesn't require the label that IDEA does.

If a student needs AT to access what everyone else in the room is accessing, that's the bar, whether or not they carry a learning disability label.

The solutions and what they cost

Once the problem was reframed as production, not penmanship, three real options landed on the table:

1. No-tech option

Hire a scribe to take dictation for every assignment. In my colleague's state, that runs about $37,000 a year, which tells you plenty about why insurance and schools push back before they ever get to the clinical question.

It's the cleanest fix on paper, since A.M. never has to touch a keyboard, but it means an adult is present for every single writing task, every day, for as long as he's enrolled. And that makes a district hesitate long before it gets to whether this is even the right fit for him.

2. Low-tech option

A basic voice recorder A.M. could use for anything requiring written output, at school and at home costs roughly $25. A.M. can talk through his answer, someone plays it back later, and it eventually becomes text on a page. It buys time and costs almost nothing, but it adds a step between what A.M. knows and what actually shows up in his work, which matters for a kid who's already frustrated by that exact gap.

3. High-tech option

A laptop with a word prediction program would allow A.M. to type his assignments and get help finishing words he'd already started, cutting the number of keystrokes he needs to produce a sentence. This would cost around $250 and put A.M. in charge of his own output from start to finish, with no adult standing between him and the page. It's also the option that scales best as the writing demands of school keep climbing every year after this one. However, it's also the option that needs the most setup, which is exactly why the training question below carries as much weight as the price tag.

Three paths to the same functional goal, priced anywhere from $25 to $37,000. That gap is exactly why the eligibility question and the letter of medical necessity matter as much as the clinical reasoning.

Don't skip the training question

The scribe option needs almost no training. The recorder and the laptop are a different story.

A.M. would need practice finding and pressing the record button as well as uploading files to his classroom laptop. How much practice depends entirely on how comfortable he already is with a computer and with learning a word-prediction program he's never used before. If you skip that training plan and hand over the high-tech solution anyway, you've probably handed a family a tool that sits in a drawer.

What to take from this case

Before you land on a tool, you need to land on the problem—and make it as broad as the evidence allows. Ask what the student is really being asked to produce, not just which body part looks like it's struggling. Then match the cost, the coverage pathway, and the training time to the kid in front of you, not to whichever solution is easiest to write up.

A.M. wasn't a handwriting case. He was a case about whether the system we use to prove what a kid knows can bend far enough to keep up with a kid whose ideas move faster than his hand, and that's worth considering every time the diagnosis in front of you doesn't quite explain what you're seeing.
