Bill Dombi

President and CEO of NAHC

Bill Dombi is the President of the National Association for Home Care & Hospice. He previously served as the Vice President for Law at NAHC beginning in 1987. As a key part of his responsibilities, Bill specializes in legal, legislative, and regulatory advocacy on behalf … of patients and providers of home health and hospice care. With over 40 years of experience in health care law and policy, Bill Dombi has been involved in virtually all legislative and regulatory efforts affecting home care and hospice since 1975, including the expansion of the Medicare home health benefit in 1980, the formation of the hospice benefit in 1983, the institution on Medicare PPS for home health in 2000, and the national health care reform legislation in 2010. With litigation, Dombi was lead counsel in the landmark lawsuit that reformed the Medicare home health services benefit, challenges to HMO home care cutbacks for high-tech home care patients, lawsuits against Medicaid programs for inadequate payment rates, along with current lawsuits challenging the Medicare home health face-to-face encounter rule and the Department of labor changes to the overtime rules under the Fair Labor Standards Act. In addition to litigation, Bill offers extensive community and professional educational services through lectures, publications, teleconferences, and videos. His lectures include market trends in home care, compliance, risk management, patient rights, fraud and abuse, health care reimbursement, legislative and regulatory reforms, and legal issues in telehealth services. Bill Dombi is admitted to practice in Connecticut and Washington, DC. He is also admitted to numerous federal courts including, the US Supreme Court and several Court of Appeals. He presently serves on the Board of Directors of the Research Institute for Home Care (formerly Alliance for Home Health Quality & Innovation) and the Hospice and Home Care Foundation of North Carolina. Bill also is a longstanding member of the American Health Lawyers Association and the American Bar Association.

Jennifer Schiller

Executive Director at RIHC

Jennifer Schiller is the Executive Director of the Research Institute for Home Care; she previously served as the Director, Policy Communications & Research. She first joined the organization in 2013. Since taking over the role leading the organization, Jennifer has spearheaded … the rebranding of the Alliance for Home Health Quality & Innovation to the Research Institute for Home Care and the overhaul of the Institute’s research efforts. Over the past five years, she has overseen the funding of eight grant funded research projects, the annual Chartbook, communications efforts, and all of the Institute’s day-to-day activities. Her direction has guided the Institute to become a leader in home health care research, funding projects that cover critical areas of importance including clinical innovations, policy work, disease-specific research, and understanding the role of cultural diversity in home care in order to improve care delivery among others. Jennifer graduated from the University of Maryland with a Bachelor of Arts in Government and Politics in 2011.

Joseph Brence, PT, DPT, MBA, FAAOMPT

Head of Clinical Strategy at MedBridge

Joseph is an energetic healthcare innovator and leader with a demonstrated track record of clinical excellence, specifically focusing on strategies to transform the delivery of post-acute care. Joseph is currently employed by MedBridge as the Head of Home and Community Care Strategy … and Solutions. Prior to this role, he focused on innovation, strategy and education within the post-acute division of a large IDFS. Joseph is an equity partner at the Nxt Gen Institute of Physical Therapy and sits on the advisory board for the Rangos School of Health Sciences at Duquesne University. He has assisted with national healthcare strategy efforts at the American Physical Therapy Association, as well as the Department of the VA. Joseph is also a faculty member at NYU as a course lead for entrepreneurship and strategic management.
