Beth Noyce, RN, BSJMC, HCS-C, is a home health and hospice consultant, mentor, educator, and regulatory Jedi who helps agencies know when they are at risk. She draws on her varied leadership and patient care hospice and home health experience gained since 1997. Job description? She helps keep people out of trouble.

Beth was executive director of both the Utah Hospice & Palliative Care Organization and the Utah Association for Home Care in 2018 and 2019, and she has served as a Medicare Administrative Contractor medical reviewer. She has presented for NAHC, UHPCO, AHPCO, UAHC, DecisionHealth's Home Health Coding & Compliance Summit, AHCC's Home Health Compliance and Quality Outcomes Conference, HealthCare Synergy, Kinnser, WellSky, HealthWare, and AudioEducator and taught seminars with colleagues. Beth consults for GLG and The Lighten Group and creates and presents education programs for multiple online education companies, state associations, and individuals. She was a hospice and home health associate with The Corridor Group and Pinnacle Enterprise Risk Consulting Services and has edited and written study guides and questions for industry coding and compliance certification exams and hospice and home health online courses. She has published in Diagnosis Coding Pro and helped edit a diagnosis coding manual for DecisionHealth.

As vital as quality reporting is to a hospice agency's bottom line, some agencies continue to submit HIS data late or not at all. This penalizes the agency 2% of its revenue, beginning two fiscal years ahead. Poor or absent reporting also compromises Hospice Compare scores viewable by referral sources as well as by consumers seeking the right hospice for them or their loved ones. In addition, HIS-Discharge opens agencies to scrutiny when documentation is incorrect and contradicts data on hospice claims. This course instructs on accurate HIS-Discharge data capture, document completion, submission to CMS, and acceptance of the data by CMS's QIES ASAP system. Hospice clinical managers, administrators, administrative assistants, and registered nurses will benefit from this course, as will anyone who contributes to data gathering for the HIS-Discharge. Quality reporting is vital to an agency's bottom line, as failure to report on time during any given year penalizes the agency 2% of its annual payment update two fiscal years later. Yet some agencies don't submit data on time, don't correct erroneous data, don't check to ensure HIS documents are accepted by CMS, or simply don't report at all. Incorrect, late, or missing reports can affect agency marketing efforts as well. When agencies report incorrectly, their Hospice Compare scores can publish at artificially low rates. Clinical leaders, as well as anyone else who contributes to HIS data at the hospice agency, will benefit from this course. Participants will learn to report HIS data accurately and on time, enhancing their Hospice Compare scores and allowing full payment of their successful claims. Many clinicians serving hospice patients provide excellent care but don't know the patient-care requirements set forth in the hospice Medicare Conditions of Participation (CoPs). This knowledge gap can put the license of the agency, as well as that of the clinician, at risk. This course provides an overview of the Patient Care subsection of the Hospice CoPs to familiarize learners with its contents so they can reference and study its specifics. Compliance with all CoPs is paramount to each agency's success, as state surveyors use the CoPs to determine whether an agency complies or is deficient in complying with the rules required of all hospices that wish to participate in Medicare's hospice benefit program. This course is one tool to help participants make their agencies survey-ready. Other, more detailed content exists in other courses.
